Your environmental management system is in place, perhaps certified. Yet when the board asks for a serious plan on water, on energy or on waste, the system does not really answer: it says how to manage the environment in general, not how to see one subject through from end to end. That is exactly the gap ISO 14002-1:2019 fills.

The essentials

  • Nature: ISO 14002-1:2019 is a guidance document, published in December 2019. It contains no requirements and you cannot be certified to it.
  • Purpose: using the ISO 14001 framework to address the environmental aspects and environmental conditions of a given topic area.
  • Prerequisite: an existing environmental management system, or at least the logic of ISO 14001. ISO 14002-1 does not replace the standard, it builds on it.
  • Series: Part 1 is generic and provides the common framework for the later parts, each devoted to a specific topic area.

What ISO 14002-1 is, and what it is not

Start with the costliest confusion. ISO 14002-1 is not a requirements standard: it is guidance. It speaks in recommendations, not obligations. An auditor therefore cannot raise a nonconformity on the grounds that you do not follow ISO 14002-1, and nobody gets certified to ISO 14002-1. If a body offers you such a certification, the matter is settled before you even look at the price.

What it brings lies elsewhere, and it is real. ISO 14001 asks you to identify your significant environmental aspects and to control them, but it does not tell you how to build a coherent programme on a single subject, from framing through to evaluation. ISO 14002-1 describes that approach, and it does so in the vocabulary of the management system you already run. You are not adding another standard: you are making better use of the one you already apply.

It has a second, structural role. It provides the framework of common elements for the other parts of the ISO 14002 series, each devoted to one topic area. Reading those without Part 1 is like opening a book halfway through.

What counts as an environmental topic area

The term is precise, and it does not mean "a green project". An environmental topic area is an area of interest or concern for environmental management in an organisation, in relation to its surroundings: air, water, land, natural resources, flora and fauna. The vocabulary stays that of the definition of environment in ISO 14001, which guarantees that whatever you take on stays connected to the system.

In practice a topic area is rarely chosen at random. It is forced by regulatory pressure, by a customer requirement, by strain on a resource, or by an incident. That is in fact the best relevance test: if you cannot say why this topic area now, the work will not land, however good the method.

The approach, in five stages

Here is the approach the standard describes, as we have turned it into a grid to make it assessable. Each stage is judged on concrete checkpoints, not on intent.

1. Frame the topic area and establish its baseline

You define the topic area in relation to your surroundings, then establish a baseline: the relevant environmental aspects, the changing environmental conditions that could affect the organisation, the processes involved. The analysis takes account of the nature and scale of actual and potential impacts, of external issues and of current performance. The needs and expectations of interested parties linked to the topic area belong here, not later. Without a baseline you will never demonstrate progress: you will have a hazy before and an asserted after. Our article on environmental aspects and impacts covers that identification.

2. Determine the appropriate actions

You identify the possible actions, which never reduce to a piece of capital equipment: performance improvement, operational control, monitoring, competence, communication. You then set their nature and scope according to the intended outcomes and to the source of the aspects or conditions. The decision criteria are explicit: risks and opportunities, improvement potential, and potential consequences, including transfer of pollution. Finally, the actions chosen must support the intended outcomes of the environmental management system, not live alongside it.

3. Implement

This is the fullest stage, and rightly so. Environmental objectives are set for the topic area, whether strategic, tactical or operational. Supporting actions follow: resources, competence, awareness, communication, documented information. Controls are defined according to the hierarchy, from elimination to substitution, then engineering controls and administrative controls, in that order and not the reverse. The life cycle perspective applies, from design to purchasing, outsourced processes, use and end of life. Emergency preparedness is planned and tested. And you anticipate the unintended consequences of the actions taken, which almost nobody does.

4. Evaluate

The organisation evaluates whether the actions deliver the expected results: environmental performance, compliance obligations, objectives, competence. Monitoring, measurement and analysis are planned explicitly: what, when, by which methods, and to what data quality, according to the needs of the people the results are meant for. Relevant key performance indicators are defined and tracked.

5. Improve

You close the gaps in the actions taken, and you determine and seize improvement opportunities. Above all, you transfer what one topic area taught you to the others. This is the most profitable point of the whole approach, and the most often skipped: the method you refine on water will hold for energy, at almost no learning cost.

The three mistakes that cost the most

Transfer of pollution. This is the trap the standard names explicitly, and it is constant. You remove a water discharge by moving to a process that consumes more energy. You cut waste by lengthening transport. Each of those decisions improves the indicator being watched and degrades the one that is not. That is why potential consequences are a decision criterion at stage 2, and not an end of project remark.

The parallel topic programme. A motivated team builds a water plan with its own objectives, its own indicators and its own reporting, alongside the environmental management system. It all works for a year, then the person moves on and nothing remains, because nothing was anchored in the system's processes. The standard is firm on this: the actions chosen support the intended outcomes of the system, they do not substitute for it.

Measurement decided after the fact. Choosing your indicators once the actions are under way guarantees two things: you will measure what is easy to measure, and you will have no starting point. Hence the order of the approach, where the baseline comes first and monitoring is planned before data is collected.

Development stages move on. Before relying on any part other than the first, check its status on the ISO/TC 207/SC 1 subcommittee page, which runs this work, rather than in an article, ours included.

Where to start if your system is already running

If you are certified to ISO 14001, you already hold most of what is needed: the environmental review, the compliance obligations, operational control, the monitoring processes. What is missing is the angle. Take a single topic area, the one on which a decision is expected this year, and run the five stages on it. You will find out very quickly which data you do not have, and that is the real deliverable of the first round.
